1 Why This Item Matters
A 21/23 Skill Gem is the maximum attainable power level for any active or support gem in Path of Exile 2. The "21" refers to gem level 21 (one level above the normal cap of 20), and "23" refers to 23% quality (3% above the normal cap of 20%). While these numbers sound small, the damage impact is enormous. A level 21 main skill gem typically deals 10–15% more damage than its level 20 counterpart due to the base damage scaling curve, while 23% quality adds another 3–8% depending on the quality bonus type. Combined with five support gems in a six-link armor, upgrading every gem from 20/20 to 21/23 represents a 20–35% total DPS increase for most builds. In a game where endgame Pinnacle bosses have hundreds of millions of HP, a 30% damage boost can be the difference between a 5-minute deathless kill and a 10-minute attrition fight where you eventually run out of flasks. The 21/23 gem system is PoE 2's final character optimization layer, accessed only after your gear, passive tree, and flasks are perfected. It is the definition of endgame min-maxing.
In PoE 2, skill gems level by being socketed in your gear while you gain experience. They naturally cap at level 20. To exceed this cap, you need specific methods: the vendor recipe for quality, Vaal corruption for level, and drop-only level 21 gems from specific content. Unlike gear that can be replaced when you find an upgrade, your 21/23 gems stay with you permanently (unless corrupted into something else). They are the one part of your character that represents pure, permanent investment. A full set of 21/23 gems for a six-link plus supports takes weeks to acquire but pays off for the rest of the league.
DPS Impact: 20/20 vs 21/23 Gems
Concrete numbers for a typical Lightning Arrow bow build with 6-link:
| Gem State | Main Gem DPS | Per-Support Contribution | Total 6L DPS |
|---|---|---|---|
| Level 20, 0% Quality | 100% (baseline) | 100% | 100% |
| Level 20, 20% Quality | 105% | 115% | ~128% |
| Level 21, 20% Quality | 113% | 115% | ~138% |
| Level 21, 23% Quality | 116% | 120% | ~148% |
Quality Bonus Types by Gem Category
Different gems receive different bonuses from quality. Understanding which quality type benefits your build helps you prioritize which gems to upgrade first.
| Gem Type | Quality Bonus | 23% vs 20% Impact | Priority |
|---|---|---|---|
| Attack Skills | % increased damage | +3% more damage | Very High |
| Spell Skills | % increased damage / cast speed | +3% more + speed | Very High |
| Aura Gems | % increased aura effect / area | +3% more reservation efficiency | High (for aura stackers) |
| Movement Skills | % increased cooldown recovery / speed | +3% faster movement | Medium |
| Support Gems | % increased support bonus | +3% to support multiplier | High (all supports) |
| Warcry/Banner | % increased buff effect / duration | +3% stronger buffs | Medium |
2 21/23 Acquisition Methods
Method 1: Gemcutter's Prism Vendor Recipe (Quality)
The most reliable method for obtaining 23% quality gems. This vendor recipe converts your level 20, 20% quality gem into a level 1, 23% quality gem, which you must then re-level to 21.
| Input (Sell to Vendor) | Output | Notes |
|---|---|---|
| 1 × Level 20 Skill Gem (any quality) | 1 × Level 1, 20% Quality Gem of same type | Reset to level 1 with 20% qual |
| 1 × Level 20 Gem + 1 × Gemcutter's Prism | 1 × Level 1, 20% Quality Gem | Same as above; GCP not consumed if gem already 20% qual |
| 1 × Level 20, 20% Qual Gem + 1 × Gemcutter's Prism | 1 × Level 1, 23% Quality Gem | The target recipe for 23% quality |
Step 1: Level a gem to 20 naturally (equip, gain XP)
Step 2: Quality it to 20% using Gemcutter's Prisms (1% per GCP)
Step 3: Vendor recipe: Lv20/20% gem + 1 GCP = Lv1/23% gem
Step 4: Re-equip the level 1 gem and level it back to 20/21
Step 5: During leveling, Vaal Orb corruption for chance at lv21
↬ → Level 21, 23% quality gem (or level 20/23 if corruption fails)
The 23% quality vendor recipe DEMOTES your gem from level 20 back to level 1. This means you must re-level the gem from scratch, which takes approximately 100–150 million experience points — roughly 8–15 hours of mapping depending on clear speed. You cannot use the gem during this time if it needs to be equipped for leveling. The standard strategy is to keep a "work in progress" gem in your alternate weapon swap set (gems in the secondary weapon slot still gain XP even if the weapon is not active). This way your main skill stays at 20 while the 23% version levels in the background.
Method 2: Vaal Orb Corruption (Level 21)
Vaal Orbs can corrupt gems in your inventory, with several possible outcomes. This is the primary method for obtaining level 21 gems:
| Corruption Outcome | Chance | Result |
|---|---|---|
| No change | ~25% | Gem becomes corrupted, level and quality unchanged |
| +1 gem level | ~25% | Level 20 → Level 21 (GOAL) |
| -1 gem level | ~25% | Level 20 → Level 19 (bricked for most purposes) |
| +1–3% quality | ~12.5% | 20% → 21–23% quality (only if not already 23%) |
| +3% quality (guaranteed max) | ~12.5% | If already 23%, this becomes "no change" |
| Transforms to Vaal Gem | ~0% | Only for gems with Vaal variants; changes skill entirely |
Once a gem is corrupted, it cannot be modified by any currency item. You cannot quality it further, you cannot level it with Lens items, and you cannot change its color. The corruption outcome is permanent and irreversible. This means you should ONLY corrupt a backup copy of your gem, never your primary equipped gem. Keep your level 20/20 gem equipped for safety, level a second copy to 20/20, and corrupt the copy. If the corruption hits level 21, great. If it bricks to level 19, your main gem is unaffected and you try again with another copy.
Method 3: Vaal Temple & Corrupted Zone Drops (Level 21 Direct)
Level 21 gems can drop directly from specific endgame content, bypassing the corruption RNG entirely:
| Drop Source | Level 21 Gem Drop Rate | Strategy |
|---|---|---|
| Vaal Temple Map (corrupted) | ~3–8% per full clear | Run Vaal Temple with high quantity; guaranteed corrupted drops |
| Corrupted side areas | ~1–2% per area | Enter every corrupted zone that spawns in maps |
| Atziri (Uber) | ~10–15% per kill | Farm Uber Atziri in the Alluring Abyss |
| Maven's Crucible | ~5–10% per witnessed boss set | Run Maven invitations with gem-focused loot |
| Delve depth 250+ | ~0.5–1% per gem node | Target fossil/gem nodes at depth |
Method 4: Empower Support Gem (Effective Level 22+)
While not a 21/23 gem itself, the Empower Support gem increases the level of supported active gems by +1 at level 2, +2 at level 3, and +3 at level 4 (corrupted). This is a guaranteed, non-RNG way to exceed level 20:
| Empower Level | Supported Gem Level Bonus | Effective Max with Lv20 Gem |
|---|---|---|
| Level 1 | +0 | 20 |
| Level 2 | +1 | 21 (same as 21 gem) |
| Level 3 | +2 | 22 |
| Level 4 (corrupted) | +3 | 23 (insane damage) |
A level 3 Empower is expensive (~1–2 Divine Orbs) but provides a guaranteed +2 gem levels without any corruption RNG. A level 4 Empower (+3 levels) is one of the most expensive gems in the game (5–15 Divine Orbs) but is the single largest support gem DPS increase available. Most endgame builds run Empower as one of their six support gems specifically for this reason.
Combined Strategy: The Optimal Path to 21/23
↳ Equip main skill gem, level naturally to 20
↳ Buy a SECOND copy of the same gem (level 1 from vendor, 1 chance orb)
↳ Place second gem in alternate weapon swap set for passive leveling
Phase 2 (Endgame Prep, Days 5–8):
↳ First gem hits 20. Quality both gems to 20% with Gemcutter's Prisms
↳ Vendor recipe gem #2: Lv20/20% + 1 GCP = Lv1/23% gem
↳ Continue leveling the 23% gem in weapon swap
Phase 3 (Corruption, Days 8–12):
↳ Obtain Vaal Orbs (farm Vaal side areas, Atziri fragments)
↳ Corrupt BACKUP copies of your level 20/20 or 20/23 gems
↳ Target: +1 level outcome (25% chance per Vaal Orb)
↳ Expected: 4 corruption attempts for 1 success (statistically)
Phase 4 (Completion, Days 12–15):
↳ 23% quality gem reaches level 20 in weapon swap
↳ If corruption hit level 21 on a 23% qual gem: DONE (21/23)
↳ If corruption hit level 21 on 20% qual: quality to 23% via recipe, re-level
→ Full 21/23 gem set for six-link + all supports
3 Materials & Drop Sources
Every currency item and material needed for the 21/23 gem journey.
● Gemcutter's Prism (GCP) × 20+ per gem
Vendor recipe: Sell a gem with 20% quality = 1 Gemcutter's Prism. This is the primary source.
Drop source: All monsters level 12+, currency chests, strongboxes. Moderately rare.
Drop rate: ~0.3% of currency drops. About 1 GCP per 300–500 monsters.
Trade value: 1–2 Chaos Orbs per GCP early league, 0.5–1 chaos late league.
Pro tip: Pick up ALL quality gems that drop (they show a quality percentage when dropped). Any gem with 1–19% quality can be combined with others in a vendor recipe: sell gems whose quality totals 40% = 1 GCP. For example, a 12% qual gem + 15% qual gem + 13% qual gem = 40% total = 1 GCP. This "qual stacking" recipe is how most players farm GCPs passively.
● Vaal Orb × 4–8 per gem attempt
Vendor recipe: 7 Vaal skill gems (the skill gems, not Vaal Orbs) + 1 Sacrifice Vaal fragment = 1 Vaal Orb.
Drop source: Vaal side areas (guaranteed 1–2 per area), Atziri/uber content, corrupted map bosses, Delve vaal cities.
Drop rate: ~1 Vaal Orb per 2–3 Vaal side areas. About 0.1% of general currency drops.
Trade value: 1–2 Chaos Orbs each.
Pro tip: Vaal Orbs are also needed to corrupt maps into Vaal Temple (sell 1 Vaal Orb + 1 Temple Map = Vaal Temple). Budget 10–15 Vaal Orbs for your full gem corruption project (5–8 for gem corruptions, 3–5 for map corruptions to access Vaal Temple).
● Gem Experience & Leveling Strategy
Gem level 20 to 21: Gems do NOT level past 20 naturally. Level 21 can ONLY be obtained through Vaal corruption (+1 outcome) or direct drop from Vaal Temple/corrupted zones.
Weapon swap leveling: Gems socketed in your alternate weapon set (press X to swap) still gain experience from monster kills, even though the weapon is not active. This is the key technique for leveling your 23% quality backup gem while keeping your main gem at 20 for combat.
Experience boost sources: "% increased experience gain for socketed gems" gear (Fated Uniques, specific crafting mods), party play (more monsters), Delve (high density), Breach/Legion encounters (many monsters in one spot).
Pro tip: Level ALL your support gems to 20 simultaneously by filling every unused socket with a gem. Even gems you don't use can be leveled to 20 and sold (level 20 gems have trade value) or used in the quality vendor recipe.
● Vaal Temple Map Access
How to access: Corrupt a regular Temple Map with a Vaal Orb (25% chance to become Vaal Temple). OR purchase Vaal Temple directly from trade (2–5 chaos).
Difficulty: High. Equivalent to Tier 15+ map with additional Vaal monster modifiers. Requires 75%+ resistances and 3,000+ life.
Drop table: 3–8 corrupted gems per clear, with ~3–8% chance for any specific gem to be level 21. About 1 level 21 gem per 3–5 Vaal Temple runs on average.
Pro tip: Run Vaal Temple with a "Gems" loot filter to highlight drops. The gem drops are corrupted, so they cannot be further modified, but a level 21/20 corrupted gem is still better than a level 20/20 uncorrupted gem for most builds.
Gem-Specific Farming: What Drops Where
| Gem Type | Best Drop Source | Alternative |
|---|---|---|
| Active Skill Gems | Vaal Temple, campaign vendors (buy at level 1) | Trade site (level 1 for 1 alch) |
| Support Gems | Lilly Roth (hideout, sells all after campaign) | Quest rewards during campaign |
| Aura Gems | Specific quest rewards, Lilly Roth | Trade site |
| Vaal Skill Gems | Vaal side areas (guaranteed vaal gem drop) | Vaal Temple |
| Level 20+ Gems | Vaal Temple (corrupted drops) | Self-level from vendor-bought level 1 |
4 Optimal Route
Timeline for obtaining a full set of 21/23 gems for your six-link setup.
Gem-by-Gem Priority Order
Not all gems are equally valuable to upgrade. Prioritize in this order for maximum DPS per effort:
↳ This is your primary damage source. Level 21/23 gives 10–15% more base damage.
↳ Timeline: Start immediately. Quality to 20% by level 15. Hit 20 around day 5.
↳ Vendor recipe for 23% on day 5–6. Re-level to 20/21 by day 10–12.
↳ Corrupt backup copies starting day 8 for level 21.
Priority 2: Primary Damage Support Gems
↳ "Added Cold Damage," "Elemental Damage with Attacks," "Concentrated Effect," etc.
↳ Quality on supports improves their damage multiplier (typically 0.5% per 1% quality).
↳ At 23% quality, a support gem gives ~11.5% more damage vs 10% at 20% quality.
↳ With 5 supports, that's 5 × 1.5% = 7.5% more total damage just from extra quality.
Priority 3: Empower Support (if used)
↳ Empower is the highest-DPS support for most builds at level 3+.
↳ Buy/corrupt to level 3 as soon as affordable (1–2 Divine Orbs).
↳ Level 4 Empower (+3 gem levels) is endgame-only (5–15 Divines).
Priority 4: Utility Gems
↳ Movement skill, aura, curse, golem. Nice to have at 21/23 but lower impact.
↳ Quality on auras improves area or buff effect. Level 21 is usually unnecessary.
→ Full set timeline: 2–3 weeks of casual play for all six-link gems at 21/23

5 Gotcha Tips
The painful lessons and hidden mechanics of gem optimization.
Never, EVER corrupt your only copy of a gem you are actively using. Corruption is irreversible and has a 50% chance of making the gem worse (25% -1 level, 25% no change but corrupted tag prevents further modification). Always level a backup gem to 20/20 before attempting corruption. Your main gem stays equipped and functional while the backup takes the 50/50 gamble. If you corrupt your only Lightning Arrow gem and it drops to level 19, you just lost 10+ hours of leveling and your build's primary damage source.
When a Vaal Orb transforms a gem into its Vaal variant (e.g., Lightning Arrow → Vaal Lightning Arrow), the original skill is replaced entirely. The Vaal version is a completely different skill with different mechanics, soul gain requirements, and usage patterns. This outcome is rare (~0–1% for gems that have Vaal versions), but if it happens to your main skill gem, you may need to restructure your entire build. Only corrupt gems that have acceptable Vaal variants, or accept the risk.
The maximum gem quality is 23%. This can only be achieved through the vendor recipe (level 20/20% gem + 1 GCP = level 1/23% gem). Direct GCP application stops at 20%. If you quality a gem to 20% with GCPs and then use the vendor recipe, you get 23%. If you try to apply more GCPs to a 20% gem directly, nothing happens. Many new players waste GCPs trying to push past 20% without knowing the recipe exists.
Any level 21 gem that drops from Vaal Temple or corrupted zones is automatically corrupted. This means it cannot be further modified — no quality changes, no level changes, nothing. A dropped level 21/20 gem cannot be improved to 21/23. Conversely, a gem you leveled to 20/23 and then corrupted to 21/23 is ALSO corrupted but started with higher quality. The theoretical "perfect" 21/23 gem must be created by: leveling to 20 → quality to 20% → vendor recipe to 23% → re-level to 20 → corrupt for +1 level (25% chance). This is why true 21/23 gems are so rare and valuable.
A gem cannot exceed your character level. If you are level 85, your gems cannot level past 85 even if they have enough XP. Since gem level 20 requires ~119M XP (roughly equivalent to character level 70–75 worth of XP), this is rarely an issue for the level 20 threshold. But if you're leveling multiple gems simultaneously and one falls behind, it may be because you leveled up slowly during that period. Gems gain XP based on monster kills, not a flat rate.
Not all gems scale significantly with gem level. Utility gems like "Cast When Damage Taken," "Trigger Gems," and most aura gems have flat effects that improve minimally or not at all with levels. For these gems, quality is the only important factor, and even that is marginal. Do not waste Vaal Orbs trying to get level 21 on a Cast When Damage Taken gem — the trigger threshold barely changes. Focus your 21/23 efforts on damage gems and primary supports only.
PoE 2 introduces Alternate Quality gems from specific league content (Heist, primarily). These gems have DIFFERENT quality effects than standard quality. For example, a standard "Increased Critical Strikes" support gives +% crit chance per quality, while the alternate quality version might give +% crit multi instead. An alternate quality 20% gem may outperform a standard 23% gem for certain builds. Check your build guide or Path of Building to determine if alternate quality is worth pursuing before committing to the 23% standard quality grind.
"Enlighten" (reduces mana reservation of supported gems) and "Enhance" (increases quality of supported active gems) are special support gems that ONLY scale with gem level. A level 3 Enlighten reduces reservation by 4% vs 3% at level 2 — a build-defining difference for aura-stackers. These gems cannot be bought from vendors and must be obtained through drops or corruption. They are extremely expensive (level 3 Enlighten = 2–5 Divine Orbs). If your build needs one, prioritize buying it over crafting weapon or armor upgrades.
